Low-Income Energy Services

You may be eligible for free energy-efficiency improvements
and/or assistance with your home energy bill

Founded in 1971, Spectrum Community Services is a registered, private non-profit organization serving the cities of Alameda, Castro Valley, Fremont, Hayward, Livermore, Newark, Oakland, Pleasanton, San Leandro, San Lorenzo, and Union City. Spectrum offers two programs for qualified households to provide relief from monthly energy bills: the Weatherization Assistance Program and the Home Energy Assistance Program.

Weatherization Assistance Program (510) 889-0921

The Weatherization Assistance Program is a federally-funded program that provides free energy efficiency improvements in the homes of qualified homeowners or renters. In an effort to reduce energy costs and consumption, Spectrum provides free energy-efficiency improvements in the homes of eligible residents. Spectrum’s technicians can help reduce the amount of outside air infiltration into homes and apartments, which increases clients’ comfort while lowering their energy costs.

What is weatherization?

The Weatherization Program offers FREE home improvements, which may include:

Health and Safety Measures
Combustion Appliance Safety Check (i.e. test gas appliances for the presence carbon monoxide)
  Carbon-Monoxide Detector Installation
Weatherization Measures
Attic insulation and venting
  Weather stripping
  Low-flow showerhead and faucet aerators
  Outlet gaskets
  Water heater blankets
  Caulking
  Glass replacement for broken windows

Home Energy Assistance Program - HEAP (510) 881-0300, ext. 214,216 or 247

HEAP is a federally-funded program which helps low-income households with their energy bills. Assistance is in the form of a dual or single party warrant or a direct payment to a utility company on behalf of an eligible applicant.

HEAP offers assistance paying your household PG&E bill

Program Eligibility:

  • You must live in the following cities of Alameda County: Alameda, Castro Valley, Fremont, Hayward, Livermore, Newark, Oakland, Pleasanton, San Leandro, San Lorenzo, and Union City.
  • Your monthly income must not exceed HEAP/Weatherization Program income guidelines for the program year:
