carol-bioMayor Dutra-Vernaci is a lifetime resident of Union City.  She graduated from California State University, Hayward with a B.A. in Psychology and a Masters certificate in Taxation. Carol is an Enrolled Agent, an income tax professional.  She has had her tax practice in Union City for over 30 years.  As a business owner, she takes pride in sponsoring youth sports teams and community events.  She is a past-president of the Union City Chamber of Commerce and has received the Union City Community Spirit Award for Business.

Carol began serving the residents of Union City in 1988 when appointed to the Redevelopment Advisory Committee.  She was then appointed to the Planning Commission where she served until she was elected to the City Council in 1997.  She spent 13 years on the City Council, including three as Vice Mayor, before being elected Mayor in 2012. She was re-elected to her second term in 2016. As a Council Member, Carol chaired the Economic Development Advisory Team and currently chairs the Union City Disaster Council.

In June 2014, July 2015 and November 2016, Carol joined other local leaders from the Bay Area and took part in a trade mission to China to further economic development ties with the region.  Carol has worked to make Union City a place where people can live, work, and play in an environment that is safe and healthy.
