As a service to the community, the city clerk's office also assists residents in the preparation of paperwork necessary to obtain a U.S. passport. We are a designated as a United States Department of State Passport Acceptance Office. To apply for Passport service at City Hall, you must submit the following:
Completed Passport Application. Do not sign application form.
Evidence of U. S. Citizenship:
- Original certified birth certificate (NO ABSTRACTS)
- Previous Passport
Applicants born outside the United States must:
- Submit a previous US passport – OR–
- Certificate of Naturalization or Certificate of Citizenship – OR–
- Report of birth abroad (check application for details)
Passport Photo:
- Bring two (2) identical, recent color Passport photos (white background)
- Size and image specifications are on Passport application
- Photos submitted with a glare appearing on eyeglasses are not acceptable if the eyes
- are not visible
- Headgear is not acceptable. Exceptions may be made for documented medical
- reasons.
- Persons wearing headgear for religious reasons must include a signed statement to
- that effect with the application.
Primary Identification:
- Current driver’s license (no temporary or learner’s permit)
- Current Student or California State Identification Card
- Expired Resident Cards are not an acceptable form of identification
Fees:
- Check or money order payable to the US Department of State
- Cash, check, money order, or credit card acceptable for Union City fees
Parental Consent:
- Application for children under the age of 16 require both parents’ consent
- Both parents are required to appear with children under the age of 16 – or–
- when only one parent can be present, a notarized letter of consent from the absent
- parent must be presented at the time of application.

How long does it take to process my application?
The U.S. Department of State's commitment is that customers will receive their passports within 30 business days (6 weeks) from receipt of completed applications by Passport Agencies. Allow an additional 7 days for mailing.
Expedited services
Those wishing to receive their passports sooner may request expedited service, which assures processing within 3 business days from receipt of completed applications by Passport Agencies. The additional cost (see fee schedule) to expedite your application made payable BY CHECK OR MONEY ORDER ONLY to Department of State. It may take 7-10 business days for receipt of passport due to mailing time. Two-way overnight mail is available for additional fees.
