Residential Development

The Planning Division is responsible for regulating land use and development within the City, processing development applications, disseminating land use information to the public and carrying out the City’s long-range planning efforts including maintaining the City’s General Plan Land Use Map and Zoning Map. The Planning Division works closely with the Building Division and other City departments to guide new development projects efficiently through the Development Review process.

Beginning March 6, 2017, Planning Division staff will be available the following days and time for in-person counter assistance:

Monday: 9:00 am to 1:00 pm
Tuesday: 2:00 to 6:00 pm
Wednesday: 9:00 am to 1:00 pm 
Thursday: 2:00 to 6:00 pm

Affordable Housing

All new residential development projects must comply with the City’s Affordable Housing Ordinance by providing 15% affordable units or paying a fee in-lieu of providing affordable units. Please review the Affordable Housing Ordinance for additional information.

Submittal Requirements

Complete sets of building plans, reports and documents are required for the plan check for construction. To verify whether your project requires plans to be submitted, contact the Building Division at 510.675.5313. Depending on the project, the Planning Division may have to review and approve the plans before approving building permits. Contact a planner at the Planning Division by calling 510.675.5319.
